To defeat it, you need to deal enough damage to put pressure on it after its attacks fail. If you have the Steal Materia equipped, you can then take advantage of the Steal ability on its original crown.

Before facing the Tonberry King, it is recommended to add at least one ranged character to your party to avoid its instant death move “Chef’s Knife”. Barret is a good choice as his ranged attacks can put pressure on the Tonberry King.
