WAEC History
The history of the West African Examinations Council (WAEC) can be traced back to a major meeting in 1948 involving representatives of the Cambridge University Local Examinations Board, the London University School Examinations Admissions Committee and the West African Ministry of Education. The main purpose of the conference was to discuss the future of education in West Africa.

During the conference, Dr. George Buck Jeffrey, Dean of the Institute of Education, University of London, was invited to visit Ghana, Gambia, Sierra Leone, Nigeria and other West African countries. The purpose of his visit was to assess the general education standards and requirements in these areas.
Over a three-month period from December 1949 to March 1950, Dr. Jeffrey conducted a thorough review of the state of education and subsequently submitted a report, now known as the Jeffrey Report. The Jeffrey Report strongly advocated the establishment of a West African Examinations Council and provided detailed recommendations on its composition and responsibilities.
Recognizing the importance of the report, the group that convened with Dr. Jeffrey began discussions with the governments of Ghana, Gambia, Sierra Leone, and Nigeria. Together they reached a consensus on the establishment of the West African Examinations Council and fully accepted the recommendations made by Dr. Jeffrey.
